Anuradhapura is comparatively poorer city with less income means. The biggest event held annually in Anuradhapura is Poson Festival. The city gets a facelift during the month of June for Poson on Urban Council and Provincial Council’s accounts. Ultimately this is taxpayers’ money. Some of these monies can be recovered during the festive season by allowing the citizens to do businesses. But with a large number of danselas the citizens lose a high volume of businesses. We don’t see anything being offered free at Spring Festival in Nuwara Eliya. In the same way the Poson should be held sans danselas in Anuradhapura.

I think the problem is that you don’t understand what Poson is. It is not the Spring Festival. It is a religious festival.

Public funds should be used carefully and for the best benefit of the public.
Individuals can be free to spend their own funds and do their dansala’s but if the Urban and Provincial council are short of funds, priority needs to be given to the most pressing issues.
